The Law of Ukraine “On the export, import and return of cultural property” states the rules on the export, import and return of cultural property.
Shipper must attach to the application the following: a document confirming the rights of the owner; the conclusion of the state examination.
Cultural property is subject to mandatory state examination. The procedure and fee are approved by the Cabinet of Ministers of Ukraine.
If the person applying for the export of cultural values refuses to submit the declared cultural values to the state examination, this is considered as the applicant’s refusal to export them. According to the results of the examination, the Ministry of Culture of Ukraine enters them into the State Register of National Cultural Property regardless of the consent of the person applying.
At the request of the owner of cultural values or a person authorized by him, the Ministry of Culture and Information Policy of Ukraine makes a decision and issues a certificate for the right to export cultural property. The sample certificate for the right to export cultural values is approved by the Cabinet of Ministers of Ukraine. The export of cultural values without this certificate is prohibited.

• Manuscripts, archival documents, including cinema – a photo-and phonodocuments, separately or in a collection;
• Unique and rare musical instruments;
• Various types of weapon which has art, historical, ethnographic and scientific value;
• Rare stamps, other philatelic materials;
• Rare coins, awards, medals, the press and other subjects of a collecting;
